In Germany its pretty simple:

Whatever you change from Stock setup, needs to have either:

# an ABE (paper which certifies the security and usage of the part)

# a TUEV report which proves security and usage, so that the TUEV can put it into your documents

# a single type approval by TUEV.

This is valid for exhaust, brakes, wheels, window foils etc...

So, if you want 17x8 wheels on STI06, you purchase some that either have a TUEV report so you can have them listed in your documents by TUEV, or you purchase some that have the correct wheel load and strength, and you find a TUEV guy who lists it in your docs (single type approval)...

Even though dimensions are same, the manufacturer is usually different, so wheels other than stock are not included in the COC (certificate of conformity).

This indeed means, in any case you would have to see the TUEV if you want them street-legal...

For wheels that fit the STI06, you may either ask your local dealer (Subaru Germany offers different wheels for the STI06 as accessories).

Furthermore, the easiest way would be to pick a wheel/ design and then ask here in the Forum again. Usually people will find the proper wheel plus the dealer who sells it for you very quickly...
