In Germany its pretty simple:
Whatever you change from Stock setup, needs to have either:
# an ABE (paper which certifies the security and usage of the part)
# a TUEV report which proves security and usage, so that the TUEV can put it into your documents
# a single type approval by TUEV.
This is valid for exhaust, brakes, wheels, window foils etc...
So, if you want 17x8 wheels on STI06, you purchase some that either have a TUEV report so you can have them listed in your documents by TUEV, or you purchase some that have the correct wheel load and strength, and you find a TUEV guy who lists it in your docs (single type approval)...
